Obama’s Civilian National Security Force

What in the world is he proposing? A non-military security force that is funded the same as the military? What are their powers and why are civilians being put in charge of national security? Why shouldn’t we rely on our military to achieve national security objective? Isn’t that’s the whole reason for having a military? This needs some explaining.
