Neighbors in the Lincoln Heights area said the brand new development's dead-end streets have attracted a criminal element that the neighbors want out.Clackamas County deputies said they've stepped up patrols, doing everything they can to keep criminals out of the subdivision, but homeowners said the bad element just won't stay away.
